Land Tenure and Policy Reform Research Project

The Institute of Statistical, Social and Economic Research (ISSER)
is a semi-autonomous research institution within the Faculty of
Social Studies at the University of Ghana. ISSER is committed to its
mandate of carrying out research and training that is directed at
promoting the socio-economic development of Africa.
In line with the approach of ensuring that its research has
immediate bearing on the development problems and needs of Ghana and
the rest of Africa, ISSER has, over the last three years, undertaken
a multi-disciplinary nationwide research and advocacy project into
Ghana’s land tenure and administration systems. This is a USAID
sponsored research project which sought to provide greater clarity
and fill gaps in the knowledge about the nature and problems of land
tenure and administration in Ghana. The research was timed to
produce resources for deliberations about the directions, processes,
components and likely impacts of reforms under the Land
Administration Project (LAP) as well as contribute to discussions
about the place of land tenure in poverty reduction through the
Ghana Poverty Reduction Strategy (GPRS).
The three year research was conducted under six thematic
areas, namely,
a) Customary and Statutory Land Tenure and Land Policy in Ghana
b) Institutional and Legal Issues
c) The Organisation of Land Markets and Production: Situation,
Prospects, Problems and Solutions
d) The Politics of Land Tenure Reforms
e) The Environment-Land Tenure Nexus
f) Towards Efficient and Equitable Land Tenure Reforms
ISSER, with support from USAID is organizing an international
conference to discuss project research findings and how these may be
used for policy and institutional reform purposes. Twenty papers
have been written under the above themes.
The international conference is scheduled for 27-28 September,
2007 at La Palm Royal Beach Hotel, Accra,
ISSER is inviting African and other scholars who have recently
worked on Land Tenure Reforms in African countries to be part of
this international conference in order to share their experiences
and findings with Ghanaian researchers. Send enquiries to
